This circular provides information about the 2018 private health insurance (PHI) premium round. Arrangements for the application process requesting PHI premium rate changes have been determined in consultation with the Australian Prudential Regulation Authority (APRA).

The Department of Health coordinates the annual premium round. The Department of Health will consult with APRA throughout the process. APRA’s role in relation to the premium round is to advise the Department of Health whether premium increase requests from private health insurers would result in an adverse prudential outcome for individual insurers.

Timetable

Private health insurers requesting changes to premiums must submit their PHI premium application no later than 3:00pm Friday 10 November 2017.

10 November 2017 Deadline for applications
15 January 2018 Deadline for revised submissions
Mid-February 2018 Insurers notified of outcome
1 April 2018 Premium changes take effect

Submission of Applications

Applications must be submitted via the PHIpremiumround@apra.gov.au inbox. APRA will provide the applications to the Department of Health.

Private Health Insurance Premium Application Form

This year’s application form has had significant changes from previous’ years. Each application must comply with the guidance provided for this year’s application form. The application form consists of a written report and three spreadsheet templates, as specified in Attachment A and Attachment B. Applications not consistent with these documents will not be accepted.
