As part of the private health insurance reforms announced on 13 October 2017 patients with limited cover for psychiatric care will be able to upgrade their cover on a once-off basis to access higher benefits for psychiatric care without serving a waiting period.

Pursuant to subsection 333-10 of the Private Health Insurance Act 2007 a new approved form for the transfer certificate has been approved for the purposes of subsections 99-1(1)(a) and 99-1(3)(a), to account for this reform as enacted by the Private Health Insurance (Complying Product) Amendment (Psychiatric Care) Rules 2018. The latest addition is the inclusion of a field to indicate whether or not an insured person has used their waiting period exemption for psychiatric care benefits. The new transfer certificate will come into effect on 1 April 2018.
