PHI 43/18 Exposure Draft – Private Health Insurance (Reforms) Amendment Rules 2018 (PDF 58 KB)

An exposure draft of the Private Health Insurance (Reforms) Amendment Rules 2018 (the Rules), an illustrative draft compilation of the Private Health Insurance (Complying Product) Rules 2015 and a guide to the exposure draft have been released and are available online at: Release of Exposure Draft subordinate legislation Private Health Insurance (Reforms) Amendment Rules 2018

The Department of Health (the department) is seeking comments, by email PHIconsultation@heath.gov.au, on the exposure draft by 5pm Friday 3 August 2018.

The measures in the Rules will give effect to elements of the private health insurance reform package, and provide the detailed framework for several reforms, announced by the Minister on 13 October last year. The measures contained in the amendments to the Rules will:

  • allow insurers to offer age based discounts to 18 to 29 year olds
  • make changes to information provided to consumers, including the introduction of a more flexible Private Health Information Statement to replace the Standard Information Statement
  • give effect to Gold/Silver/Bronze/Basic product categories and standardised clinical categories
  • set the detailed framework for second-tier eligibility, including any application fee
  • remove coverage of some natural therapies
  • extend the protection offered to consumers should an insurer choose to terminate a product.
