Invitation to Comment - Standard Information Statement (SIS) Review

Health insurers are required to provide detailed information on health insurance products in a standard format for consumers since legislative changes to the Private Health Insurance Act 2007 (the Act) came into effect on 1 April 2007. The Department has been monitoring the use and effectiveness of these statements which are known as Standard Information Statements (SISs) and is committed to further improving the SISs.

Stakeholders identified several issues concerning content and format of SISs which may impact on insurers’ legislative compliance and mislead or confuse consumers. Many of these issues can be addressed through minor changes to the Private Health Insurance (Complying Product) Rules (the Rules), whilst others can be addressed through additions to the guides for SIS use that are available on the Private Health Insurance Ombudsman’s consumer information website

The Department is undertaking a review of existing SIS requirements and is seeking your views on the issues covered in the attached discussion paper, and other possible improvements to the SISs.

The review will consider, but is not limited to, the following:
  • Improved consumer guides to SISs;
  • Dates appearing on SISs (‘Available From’ and ‘Date of Issue’);
  • Presentation of sub limits and overall limits;
  • SISs for single-service policies;
  • SISs for ambulance only cover;
  • Use and presentation of free text boxes;
  • Presentation of business limitation periods and ‘other services’;
  • Information about co-payments; and
  • Information about network benefits.
