Private Health Insurance Branch Changes

This circular is to advise of a number of changes in both staffing and function of the Private Health Insurance Branch due to a recent reorganisation.

Physical location of the Branch will remain the same, along with the phone and fax numbers.

Former section name: Legal Policy Section
Now: Legal Policy and Consumer Strategies
Regulatory and consumer matters, including Community Rating, Lifetime Health Cover, Overseas Student Health Cover, Default Benefits and the Rules Application Processing System (RAPS)

Quality and Communication Section has merged into the new Legal Policy and Consumer Strategies Section. Kate Medwin has left Private Health Insurance Branch and is working in another Branch in Medical Benefits Division.

Now: Strategic Policy Section

The Strategic Policy Section has primary policy implementation responsibilities for:
  • PHI policy development.
  • Private Health Insurance rebates.
  • Consideration of premium increases.
  • Data analysis and modelling.
Alastair Wilson has left Private Health Insurance Branch and is working in another Branch in Medical Benefits Division.

New: Prostheses – CAGs and Human Tissue Section
This Section provides secretariat support to nine clinical advisory groups (CAGs), covering each of the major prostheses product groupings. The CAGs assess applications to list new devices and to amend existing listings on Part A of the Prostheses List, making recommendations to the Prostheses List Advisory Committee (PLAC). The Section coordinates the evaluation of new human tissue applications and amendments to existing listings on Part B of the Prostheses List. It also manages the annual funding contract with the National Joint Replacement Registry (NJRR) and the administration of the biannual NJRR Levy.

New: Clinical Assessment and List Management Section
The Clinical Assessment and List Management Section provides secretariat support to the Prostheses List Advisory Committee for prostheses listing arrangements, the Health Technology Assessment Consultative Committee, and manages and administers the Prostheses List.

Health Technology Section
The Health Technology Section is responsible for policy development and implementation and project management coordination on matters relating to health technology assessment (HTA) policy, prostheses listing arrangements and improved linkages between the Prostheses List Advisory Committee and the other HTA committees (the Medical Services Advisory Committee and the Pharmaceutical Benefits Advisory Committee) in the conduct of HTA. The Section is also responsible for finalising matters relating to implementation of the December 2009 Review of Health Technology Assessment in Australia (HTA Review).
