Changes to Rebate Name and Logo, and Standard Information Statements
Changes to the Rebate name and logo, and the monthly premium component of Standard Information Statements (SIS) are necessary because from 1 July 2012 some people will receive less than a 30% rebate on their private health insurance.
Summaries of the changes are:
1. The new official name for the Rebate will be the ‘Australian Government Rebate on private health insurance’. This replaces 'Federal Government 30% Rebate on private health insurance';
2. An amended Rebate logo, attached, is provided for insurers should they wish to continue using a Rebate logo;
3. Insurers will have a 12 month period to run down existing stocks of material branded with the old Rebate name and logo;
4. SIS will include the full (unrebated) monthly premium price in addition to the 30% rebated price.
The first 3 changes commenced on 22 May 2012. Details are contained in the Private Health Insurance (Incentives) Rules 2012 (the Incentives Rules) which are registered with the Federal Register of Legislative Instruments (FRLI) (FRLI No: F2012L01055). The Incentives Rules revoke and remake the Private Health Insurance (Incentives) Rules 2007.
There are minor typographical errors in the new rules. The Note in Rule 8 should have referred to Rule 10 rather than Rule 1. In Rule 10, paragraph 10 (2) (a), the reference to subrule (0) is a typographical error and should rather have referred to subrule (1).
The errors do not affect the substance of the Incentives Rules and will be corrected as soon as possible. The Incentives Rules can be viewed on the ComLaw website
Changes to the SIS monthly premium component commence on 1 July 2012. Details are contained in the Private Health Insurance (Complying Product) Amendment Rules 2012 (No. 4) (the Complying Product Amendment Rules). The Complying Product Amendment Rules are registered with the FRLI (FRLI No: F2012L01050) and amend the Private Health Insurance (Complying Product) Rules 2010 (No.2).
