Release of Final Data Specifications for the HCP, PHDB And GT-Dental 2013-14 Data Collections
This circular releases data specifications for the following 2013/14 Hospital Casemix Protocol and Private Hospital Data Bureau data collections, effective 1 November 2013: HCP - Hospital to Insurer; HCP1 - Insurer to Department; HCP2 - Insurer to Department; PHDB - Hospital to Department; and GT-Dental - Insurer to Department.
Revised data specifications are necessary to facilitate a move to data submission via the Data Submission Portal (DSP) of the Department’s Enterprise Data Warehouse.
There are a significant number of minor ‘housekeeping’ type amendments to improve clarity, remove ambiguities and standardise content, particularly in relation to definitions and error codes. There is also a new file naming convention, which is necessary given the multiplicity of data sets the DSP will be handling.
The DSP is expected to be available for submission of monthly data by mid-January 2013. The specifications apply from 1 November 2013, and the associated Rules under the Private Health Insurance Act 2007, commence from 20 December 2013. However, as the move to the DSP will be a significant change for both suppliers and the Department, there will be a transition period, with existing data supply arrangements (via Secure Internet Transfer, email or electronic media) remaining available until 30 June 2014. This will allow time for facilities and insurers to make the necessary changes to achieve DSP readiness, and provide a backup for data supply in the event of DSP problems occurring.
The revised data specifications and transition arrangements have been developed with the agreement and advice of insurers, service providers and software vendors.
