nKPI and OSR Implementation Roadmap

In May 2018, the Department of Health commissioned the Australian Institute of Health and Welfare (AIHW) to conduct a comprehensive review of the National Key Performance Indicators for Aboriginal and Torres Strait Islander primary health care (nKPIs) and Aboriginal and Torres Strait Islander health organisations Online Services Report (OSR) data collections. The review was aimed at identifying their strengths and weaknesses, and identifying ways to better meet the future needs of health services, policymakers, and researchers.The Department of Health also concurrently engaged KPMG to draw together all the recommendations from a number of projects that related to the nKPI. The projects included:

KPMG refined a total of 140 recommendations from the above projects to remove duplication and overlap, culminating in a revised list of 52 recommendations. These 52 recommendations were further reduced to 36 following a workshop on 9 December 2019 conducted with Health, and then validated by the Aboriginal and Torres Strait Islander Health Service Data Advisory Group (HS DAG) for appropriateness, effectiveness, and feasibility.
On 9 December 2019, the HS DAG endorsed the nKPI and OSR Roadmap which sets out the implementation of the 36 recommendations, including time frames. The nKPI and OSR Implementation Roadmap encompasses the following four key areas for improvements:

  • Clinical;
  • Policy;
  • Technical; and
  • Administrative.

A number of recommendations have already been completed and some are in progress, as outlined below:
Examples of recommendations completed:

  • Establish a HS DAG Working Group 
  • Allow services to review their performance against nKPI trajectories and comparison groups (QLIK Interactive Reports)
  • Ensure health services are able to extract their own data from the Health Data Portal 
  • Commission independent data validation assessment of CIS vendors - MPS Medicine Wise is providing ongoing support to ensure CIS compatibility is maintained
  • Develop a framework for indicator selection, management and maintenance 

Examples of recommendations in progress:

  • Seek endorsement of a new governance model for the nKPI collection from Australian Health Ministers’ Advisory Council (AHMAC) to enable more streamlined governance  
  • Minimise reporting burden through pre-population and automation of data fields 
  • Centralised knowledge point to access specifications, definitions and other relevant documents on the Department of Health website 
  • Provide clearer definition and purpose information for the nKPI and OSR collections 

The HS DAG has an integral role with the nKPI and OSR Implementation Roadmap by providing governance oversight and clinical knowledge, and enabling sector collaboration through a number of technical and clinical working groups.
