1. Welcome, apologies and introductions

  • The Chair noted apologies for this meeting.

2. Product Design

  • The Chair noted the attendance of Deloitte Actuaries and Consultants (Mr Rodger, Mr Li and Ms Ming) who have been engaged by the Department to undertake modelling and analysis of the product design approaches being considered by the Committee.
  • Mr Rodger delivered a presentation on Deloitte’s analysis of various approaches for categorising hospital insurance products into Gold, Silver or Bronze product tiers.
  • The Committee considered the assumptions and methodology applied by Deloitte in its model and discussed the key findings of the analysis, including the impacts of different approaches on premiums and private health insurance participation.  The Committee identified some areas requiring further examination and analysis.
  • The Committee noted that Deloitte would shortly finalise its interim analysis, where possible incorporating feedback from the Committee, and agreed to further consider this at its next meeting on 15 March 2017.
  • The Committee noted the Secretariat would prepare a paper for the next meeting on key implementation issues for new product design arrangements.

3. Verbal updates

  • The Committee noted an update from the Secretariat on the discussions of the Contracting and Default Benefits Working Group.
  • The Committee noted the recent establishment of the Information Provision for Consumers Working Group and the Clinical Definitions Working Group.

4. Other Business

  • The Committee noted that its next meeting is scheduled for Wednesday 15 March 2017.
