2.7 A collaborative framework between all levels of government to pursue the agreed 12 priority areas over a five-year period was established in 1993 under the First National Mental Health Plan (1993-1998) and strategies for implementation were defined.
The priority areas were:
- consumer rights
- the relationship between mental health services and the general health sector
- linking mental health services with other sectors
- service mix
- promotion and prevention
- primary care services
- carers and non-government organisations
- mental health workforce
- legislation
- research and evaluation
- standards and
- monitoring and accountability.
