The full implementation of networked training arrangements for all specialist trainees will only be possible from 2011 onwards, when the increased number entering vocational training allow the expansion to occur without a detrimental effect on the public hospital workforce. However it is important to begin building the capacity of the health system to manage such arrangements now, before the large increase in specialist trainee numbers occurs.

The Council of Australian Governments (COAG) announced support for the establishment of a system enabling specialist trainees to undertake training rotations in an expanded range of settings by 2008. The steering committee agrees that a structured system for the administration and funding of rotational training opportunities should be developed and implemented by this timeframe. However it is important to note that this timeframe should not prevent the continuation of existing pilots or the development and funding of new projects before 2008.

The steering committee proposes principles - overarching and operational - to guide implementation of this system and two possible models for governance and administration.
